In this passage, Ralph is stressing that the rules are the only thing that they have that disconnects them from savages by saying "Because the rules are the only thing we've got!" when Jack is breaking them. Jack says "who cares" and "Bollocks to the rules!" in this passage. Jack continuously shows that he doesn't care about order and life as civilized people in situations like this.
Jack is showing us that he is slowly turning more and more savage by rejecting civilized life. He shows his unhealthy addiction to hunting by saying "we're strong--we hunt!" in this passage. This disconnection from rules can be a form of foreshadowing to Jack breaking away from Ralph and becoming savage.
